Tactics — tools at a rate
A tactic is a named tool used how often. Strategy wins the fight; tactics win moments.
If the Strategy says 'break the clinch rather than stall it', the Tactics say how: a specific technique, drilled, used at a rate. 'Frame and circle off the fence, every time' is a tactic. 'Be good in the clinch' is not.
A tactic with no rate is a technique, not a plan. A tactic with no card is just a rate. The app asks for both.
The shape of a tactic

Ordered, like a gambit list
Tactics for one situation are a priority list: the first line that matches is the one you use. That is the same shape as the gambit systems in role-playing games — a list of 'when this, do that' rules read top to bottom — and it is how a coach already talks a fighter through a round.
